රාජ්‍ය සංස්ථා සහ ව්‍යවස්ථාපිත මණ්ඩල සඳහා පත් කිරීමට නියමිත ආයතන ප්‍රධානීන් සඳහා ජනාධිපති ගෝඨාභය රාජපක්ෂ මහතා විසින් විශේෂ කොන්දේසියක් පනවා තිබෙනවා. ඒ අනුව නව ආයතන ප්‍රධානීන් විසින් වසරක කාලසීමාවක් ඇතුළත අදාල ආයතනයේ ප්‍රගතියක් පෙන්වීමට නොහැකි වුවහොත් එහි සම්පූර්ණ වගකීම සභාපතිවරයා විසින් භාරගත යුතු අතර වගකීම භාර ගැනීමෙන් නොනැවතී තනතුරෙන් ඉවත් වීමටද සිදුවනු ඇත.
